Uzbekistan-America: cooperation in the development of public service

Reflection of public administration reforms in the life of the people is an urgent task facing most countries today. Today our people want to see every reform, every change in their lives, in their daily experience. For this, the professional activity of a qualified civil servant is important. To this end, the Agency for the Development of Public Service under the President, based on our outlined strategy, is studying the experience of a number of developed countries.

During an online meeting, First Deputy Director of the Agency Otabek Khasanov and Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to the United States Javlon Vakhabov, exchanged views on these issues.

The meeting discussions were focused on the issues of advanced training of civil servants based on modern requirements, improving personnel policy and the civil service system, organizing short-term and long-term internships abroad.

At the beginning of the conversation, O.Khasanov presented brief information on the activities of the Agency. After that, he spoke about the tasks facing the Agency in the field of training civil servants: 

In particular, 

- organization of short-term training courses for groups of 10-15 people, consisting of khokims and deputy khokims in the United States;

- formation and sending of a group of 1-3 civil servants for a long-term internship from 3 to 6 months;

- organization of refresher courses and internships for the Agency's employees.

O. Khasanov also noted that the Agency is currently implementing the "School of Rectors" program and, based on the results of this project, it is planned to send a group of rectors to the United States for short-term internships. 

During the meeting, Ambassador J.Vakhabov expressed support for all of the above-mentioned proposals. He also noted the possibility of organizing regular online courses with leading experts in areas such as public service, management, especially medical management, at the Haas School of Business, University of California Berkeley.

The parties also agreed to jointly organize short-term and long-term training courses, and to provide information to the Agency through the Ministry of Foreign Affairs of the Republic of Uzbekistan regarding short-term training courses for government officials in the United States. 

At the end of the meeting, areas of cooperation were identified.

Currently, it is planned to establish cooperation between the Agency for the Development of Public Service and the United States Office of Personnel Management, American Society for Public Administration, John F. Kennedy School of Government.
