Important proposals were made on the draft Law “On the State Civil Service”

Another “roundtable” on the draft law was organized by the Committee on Democratic Institutions, Non-Governmental Organizations and Citizens’ Self-Government Bodies.

Today, the Committee on Democratic Institutions, Non-Governmental Organizations and Citizens’ Self-Government Bodies of the Legislative Chamber of the Oliy Majlis organized a “round table” on the draft law “On the State Civil Service”.

It was attended by deputies of the lower house of parliament, responsible officials of the Agency for the Development of Public Service under the President of the Republic of Uzbekistan, the Anti-Corruption Agency, a number of ministries, including heads of their personnel departments, scientists and experts from the Academy of Public Administration, the University of World Economy and Diplomacy, as well as representatives of the media.

The event provided detailed information about the main purpose and significance of the draft law, about what innovations will be introduced into the public administration system as a result of its adoption, about the introduction of uniform rules for hiring, regulation and dismissal in state bodies.

It is noted that the provisions of the draft law apply only to civil servants working in positions included in the State Register of Civil Service Positions.

In recent years, the country has implemented large-scale reforms aimed at improving the efficiency of the civil service. After all, it is very important in the conditions of the modern competitive labor market to attract highly qualified specialists with high intellectual potential and non-standard and independent thinking, modern knowledge and skills to the civil service.

The draft Law “On the State Civil Service” was discussed at a meeting of the Legislative Chamber of the Oliy Majlis on December 28, 2021 and adopted in the first reading, taking into account proposals for its improvement.

The participants of the roundtable discussed in detail the provisions on the introduction of a system for declaring income and property of civil servants, preventing conflicts of interest in the civil service, and compliance with the rules of ethics by civil servants.

Such provisions of the draft law as the legal and social protection of civil servants, a unified wage system, the procedure for rewards and penalties, social security, as well as legal guarantees for compliance with labor laws were discussed, and a number of proposals of deputies on these issues were considered reasonable.

At the roundtable, deputies, experts and scientists made a number of proposals and recommendations for further improvement and finalization of the draft law.

In conclusion, it was decided to once again consider the proposals at a meeting of the Working Group established to prepare the draft law for the second reading.
