Bonuses to salaries of young professionals are paid

Today, the Agency for Information and Mass Communications hosted a briefing by the Agency for the Development of Public Service under the President of the Republic of Uzbekistan. Abdurahmon Umarov, responsible officer of the Department for the Selection of Promising Personnel of the Agency for the Development of Public Service under the President of the Republic of Uzbekistan, informed about the procedure for paying bonuses to salaries of young specialists who graduated from foreign universities.

Bonuses to salaries of young specialists are paid. It is known that a new system is being introduced to create the necessary conditions for returning to work in the homeland, providing housing and decent wages for the youth of Uzbekistan, who study and research at prestigious foreign universities, work in leading companies and have a high level of knowledge and skills.

In particular, Decree of the President of the Republic of Uzbekistan No. PD-6260 dated July 13, 2021 “On additional measures to comprehensively support youth and further increase their social activity” was adopted. Paragraph 5 of this Decree provides for the introduction of the procedure for paying bonuses to the official salary of young specialists working in government bodies, organizations and institutions who have completed undergraduate and graduate programs or received an academic degree (PhD and other equivalent academic degree) in foreign higher educational institutions, included in the top 500 list of the authoritative international rating organizations, at the expense of the state budget.

Bonuses provided for by the Decree are paid every month on the basis of a contract concluded between the Agency for the Development of Public Service, the employer and the young specialist. The contract is concluded for up to 3 years and payments are made by the employer. In accordance with the Decree, the Agency for the Development of Public Service composed the list of areas of education and narrow specialties, the list of state bodies, organizations and institutions in which a monthly bonus is introduced and posted on the official website of the Agency - argos.uz.

The amount of bonuses to salaries of young specialists who graduated from foreign universities is established.

For instance:

Stanford University (USA) ranks 3rd in the QS ranking. A young specialist who completes a bachelor's degree at this university will be paid a bonus equivalent to 30 Base Calculation Values (BCV).

The National Research Nuclear University of Russia ranks 319th in the QS ranking. A young specialist who graduates from the master's program of this university will be paid a bonus equivalent to 20 BCV.

The University of Dundee (UK) ranks 250th in the Times ranking. A young specialist with a doctoral degree from this university will be paid a bonus equivalent to 60 BCV.

The current Base Calculation Value is 270,000 soums.

During the briefing it was also provided answers to the most frequently asked questions by young civil servants about the new procedure.

QUESTION: I graduated from a top 500 foreign university in 2019. Am I eligible to get a bonus?

ANSWER: In part of the note in Appendix No. 1 to the Decree, it is provided that additional bonuses are applied to young professionals who graduated from foreign universities in 2021 and in subsequent years.

QUESTION: Are there any age limits and specialization requirements for young professionals to receive bonuses?

ANSWER: In part of the note in Appendix No. 1 to the Decree, it is provided that young professionals can use only one additional bonus up to the age of 30 inclusively.
